The Tatarbunary Uprising—a peasant uprising organized by the Bolsheviks from September 15 to 18, 1924, in several villages in the Budzhak region, centered in Tatarbunary and aimed at destabilizing Romania’s domestic political situation—became one of the key themes in the Stalinist regime’s construction of official memory in the region. Commemoration of the event began in the early days of Soviet power. The 25th anniversary celebration became one of the most significant local political and ideological campaigns of 1949, marked by large-scale memorial, cultural, educational, and propaganda events.
The proposed document is a local regulatory act that sets out measures to commemorate the Tatarbunary Uprising on its 25th anniversary. The joint resolution of the Izmail Oblast Executive Committee and the Oblast Committee of the Communist Party of Ukraine (Bolsheviks) addressed not only the construction of a mass grave for the uprising’s participants and the erection of a monument, but also the organization of anniversary celebrations. The resolution’s introduction highlights the political and ideological nature of these commemorations, interpreting the uprising as a workers’ and peasants’ movement that was both anti-occupation and revolutionary. The decisions of the local authorities generally followed traditional Soviet commemorative practices: creating a sacred space where the victims of peasant uprisings were portrayed as revolutionary heroes; establishing a commission to organize the commemorations, which included participants in the uprising; and approving a list of events and a plan for the main event—a rally and procession to rebury the remains of the insurgents.
Two appendices to the resolution are particularly valuable for understanding Soviet commemorative culture. The first lists standard activities for preparing and carrying out the 25th anniversary of the Tatarbunary Uprising, involving party organs, state authorities, the media, educational institutions, museums, and cultural organizations. Memorial events formed the core of the program: rallies in Tatarbunary and other settlements, the reburial of the remains of fallen insurgents, the unveiling of a monument in Tatarbunary, the restoration of graves, and the installation of headstones.
The second document, which regulated the conduct of the solemn rally in Tatarbunary, enables us to reconstruct the Soviet political ritual of commemoration, which blended elements of sacralizing the revolutionary past (a funeral procession and the laying of a monument) with mechanisms for disseminating official narratives—such as speeches by participants, the proclamation of a resolution, and the adoption of letters to Stalin and the Party and Soviet leadership of the Ukrainian SSR. The list of individuals and delegations scheduled to participate in the ceremonies confirms that the event reached beyond the local level. The detailed account of preparing and conducting the reburial ritual serves as a valuable source for studying Soviet political rituals and ceremonial practices.
